CMS's Vision for Patient Access & Empowerment

    Any patient, using applications of their choice, can access their entire medical record anywhere that it lives on the network

    The medical records will include both structured and unstructured data. Apps can be commercial or non-commercial and will not require any special status to be on the network. They will be able to communicate without special effort.

    No additional login or portal info to be required

    If a patient uses a digital identity credential (through a CMS-approved IAL2 provider), all nodes must return full records without requiring knowledge of specific providers, portal accounts, or additional interactions. In addition, implementers should leverage additional credentials, including digital insurance cards, to improve the patient's identity verification and trust.

    Audit log transparency

    The network provides an accounting record of all network-facilitated transactions, including for treatment, (who accessed the patient's data, when, and why) and ensuring a timely response for each request.

    Patient consent preferences when included in a transaction, must be shared with all involved parties

    This should be the case for all purposes of use. These preferences must be supported when required by law or policy, including honoring a patient's right to opt out of sharing for non-treatment purposes.

Flexpa's Pledge to the CMS-Aligned Network

"We pledge to empower patients to retrieve their health records from CMS Aligned Networks or personal health record apps and share them with providers via QR codes or Smart Health Cards/Links using FHIR bundles. When possible, we will return visit records to patients in the same format. We commit to seamless, secure data exchange-eliminating the need for patients to repeatedly recall and write out their medical history. We are committed to Kill the Clipboard, one encounter at a time."
